The outbreak of Novel Coronavirus (2019- nCov) in Wuhan of China was announced as a PHEIC by the WHO on Jan.31, 2020. This is the fifth PHEIC declaration made by the WHO since 2005, and there have been four PHEIC declarations by WHO between 2009 and 2019, and they are:

What makes PHEIC?
PHEIC is the abbreviation and acronyms of “Public Health Emergency of International Concern.” Just as what the WHO websitedefined, to constitute a PHEIC, it should satisfy thefollowing four conditions:

Which means that a PHEIC is "an extraordinary event which is determined to constitute a public health risk to other states through the international spread of disease and to potentially require acoordinated international response".
What does this PHEIC declaration mean to China?
PHEIC declaration by WHO does not mean that any travelor trade restriction shall be loaded against China. According to the 2nd statementof WHO, “the Committee does not recommend any travel or trade restriction ”,“Countries must inform WHO about any travel measures taken, as required by the IHR. ”
Nevertheless, it still may bring some negative influence on China. To prevent the further international exportation of the cases, some countries have to adopt protective measures, such as stopping their flights to China, evacuating their nationals from China, and the like. All these are understandable, and full of humanity, I think. But before that, an advanced report is necessary according to the provision below.
"Under Article 43 of the IHR, States Parties implementing additional healthmeasures that significantly interfere with international traffic (refusal ofentry or departure of international travelers, baggage cargo, containers,conveyances, goods, and the like, or their delay, for more than 24 hrs) areobliged to send to WHO the public health rationale and justification within 48hrs of their implementation. WHO will review the justification and may requestcountries to reconsider their measures."
In the meanwhile, China may also get more understanding and supporting from the international society, so that we may confront this human crisis and defeat the virous together. Just as what the DG of the WHO says, “The only way we will defeat this outbreak is for all countries to work together ina spirit of solidarity and cooperation.We are all in this together, and we can only stop it to gether.”
Which industry may suffer more by this PHEIC declaration?
The PHEIC declaration is a temporary recommendation, and its validity term may be reviewed three months later, so the negative impact of it will not be too severe as what people might imagine. Instead,it is the measures taken by the countries to prevent the spread of the epidemic may really exert great pressures on relative industries, for example, stopping flight may lead to a big damage of transportation industry , travel industry, and service industries; Extending holiday may lead to the late implementation of contract, and results in contract breaching, etc.
