导弹及其技术控制制度（The Missile Technology Control Regime，MTCR）
01、导弹及其技术控制制度背景介绍
导弹及其技术控制制度是在各国之间成立的寻求限制导弹以及相关技术扩散的非正式政治性谅解机制，由G7国家于1987年成立。
02、导弹及其技术控制制度的参加国
导弹及其技术控制制度最初由七国集团（加拿大、法国、德国、意大利、日本、英国和美国）成立。现已有35个参加国，中国不是导弹及其技术控制制度的参加国，但是同该机制保持对话。
03、导弹及其技术控制制度目的1
导弹及其技术控制制度最初旨在通过解决最不稳定的核武器运载系统来解决核武器日益扩散的问题。1992年，导弹及其技术控制制度从最初对用于核武器运载的导弹的关注扩展到对用于运载所有类型大规模杀伤性武器（即核武器、化学武器和生物武器）的导弹扩散的关注。这种扩散已被确定为对国际和平与安全的威胁。应对这一威胁的方法之一是对可用于运载大规模杀伤性武器的系统的导弹设备、材料和相关技术的转让保持警惕。

导弹及其技术控制制度旨在通过控制可能有助于此类武器运载系统（有人驾驶飞机除外）的物项和技术出口来限制大规模杀伤性武器扩散的风险。该制度着重关注能够将至少500公斤有效载荷运送到至少300公里射程的火箭和无人机，以及此类系统的设备、软件和技术（rockets and unmanned aerial vehicles capable of delivering a payload of at least 500 kg to a range of at least 300 km and on equipment, software, and technology for such systems）。
05、导弹及其技术控制制度参加国的责任
导弹及其技术控制制度参加国不承担任何具有法律约束力的义务。然而，参加国应采取负责任的行动，对可能导致能够运载大规模杀伤性武器的导弹扩散的物项的出口实行克制，并遵守该机制的所有协商一致决定。该机制参加国制定了负责任的防扩散行为标准，并帮助制定国际导弹防扩散努力，同时以符合该机制总体目标和活动的方式执行导弹防扩散政策。合作伙伴还应根据导弹及其技术控制制度指南的规定，对导弹及其技术控制制度附件管制的所有设备和技术的出口进行控制。
06、导弹及其技术控制制度运作机制
出口管制：该制度的基础是遵守适用于完整的通用物项清单（MTCR设备、软件和技术附件）的共同出口政策（指南）。（The Regime rests on adherence to common export policy (the Guidelines) applied to an integral common list of items (the MTCR Equipment, Software, and Technology Annex.)）
会议：MTCR合作伙伴在该制度总体目标的背景下定期交换有关导弹防扩散问题的信息。（MTCR Partners regularly exchange information about relevant missile non-proliferation issues in the context of the Regime’s overall aims）
对话和外延：MTCR主席和MTCR合作伙伴向非合作伙伴开展外展活动，以便让他们了解该组织的活动，并就防止大规模杀伤性武器运载系统扩散的努力提供实际援助。（The MTCR Chair and MTCR Partners undertake outreach activities to non-Partners in order to keep them informed about the group’s activities and to provide practical assistance regarding efforts to prevent the proliferation of WMD delivery systems.）
07、导弹及其技术控制制度的合规要求
每个参加国根据国家立法和实践并在国家主权的基础上酌情实施导弹及其技术控制制度指南和附件。导弹及其技术控制制度没有适用于整个制度的合规或核查规定。当出现问题时，参加国进行双边磋商，以促进对问题的共同理解。
08、导弹及其技术控制制度最终用户承诺
最终用户的声明，具体说明拟议转让的用途和最终使用地点，如有必要，还附有解释其业务活动和组织的文件；（a statement from the end user specifying the use and end use location of the proposed transfer, if necessary accompanied by documents explaining its business activities and organization;）
明确保证拟议的转让不会用于与大规模杀伤性武器运载系统的开发或生产有关的任何活动；和（an assurance explicitly stating that the proposed transfers will not be used for any activities related to the development or production of delivery systems for WMD; and）
如果可能并且认为有必要，保证出口商或出口政府可以进行装运后检验。（an assurance explicitly stating that the proposed transfers will not be used for any activities related to the development or production of delivery systems for WMD; and）
