On November 14, 2023, the Beijing Municipal Medical Security Bureau and Finance Bureau jointly issued the Notice on Adjusting the Funding Standards for Basic Medical Insurance for Urban and Rural Residents in 2024. The Notice specifies that the period from November 15, 2023, to January 31, 2024, is the centralized enrollment period for Beijing Municipal Urban and Rural Residents' Basic Medical Insurance in 2024. Starting from January 1, 2024, insured individuals will be entitled to the benefits of basic medical insurance for residents according to the regulations. Specifically, the funding standards for Beijing residents' basic medical insurance in 2024 have been adjusted as follows: RMB 4,720 per year for elderly residents, RMB 2,070 per year for student children, and RMB 3,020 per year for residents of working age.

On November 6, 2023, the Tianjin Municipal Human Resources and Social Security Bureau, along with the Finance Bureau, issued the Notice on the Implementation of the Policy for One-time Employment Subsidies. The Notice specifies that local enterprises in Tianjin can receive one-time employment subsidies for hiring certain groups of individuals. The eligible groups include the 2023 graduates from regular universities who have not been employed within two years after graduation, unemployed individuals aged 16 to 24 who have registered as unemployed, and individuals who have been registered as unemployed for more than six months. To qualify for the subsidies, the enterprise must sign a labor contract with the employee for more than one year and contribute to their social insurance for at least one month. The subsidy amount is set at RMB 1,000 per person employed.

These Regulations specify the types of disciplinary actions, applicable circumstances and procedures, as well as establish avenues for reviewing and appealing. Each department is also allowed to develop specific implementation measures based on actual circumstances.

2023年11月22日,北京市人力资源和社会保障局发布了《北京市劳动人事争议仲裁文书电子送达和网上公告送达规定》。根据该规定,全市各劳动人事争议仲裁委员会以电子方式和网上公告方式送达仲裁文书的,经受送达人同意,可以通过北京市劳动人事争议调解仲裁网上服务平台等在线服务系统、专门的电子邮箱、特定的通信号码及信息公众号等途径送达仲裁文书;载明公告送达的原因后,也可采取网上公告送达的方式送达仲裁文书,自网上公告发布之日起30日即视为送达;调解书不得公告送达。

These regulations will be implemented from the date of issuance. According to the Regulations, the labor dispute arbitration committees in Beijing can deliver arbitration documents electronically and through online announcements. With the consent of the recipients, arbitration documents can be delivered through various channels, such as the Beijing Labor Dispute Mediation and Arbitration Online Service Platform, dedicated email addresses, specific communication numbers, and public accounts. In cases where the reason for the announcement delivery is specified, arbitration documents can also be delivered through online announcements, and the delivery is considered completed after 30 days from the date of the online announcement. It should be noted that the Mediation Statements cannot be delivered through online announcements.

为更好地贯彻执行《上海市工伤保险实施办法》,上海市人力资源和社会保障局发布了《关于执行<上海市工伤保险实施办法>若干问题的意见》。该意见共16条,内容涵盖工伤保险管辖问题、职业病人员、革命伤残军人工伤认定,工伤人员相关待遇,因工死亡人员家属待遇等事项。该意见自2023年12月1日起正式生效,有效期至2028年11月30日。
In order to better implement the Shanghai Work Injury Insurance Measures, the Shanghai Municipal Human Resources and Social Security Bureau issued the Opinions on Issues Regarding the Implementation of the Shanghai Work Injury Insurance Measures. These Opinions consist of 16 articles, covering issues related to the jurisdiction of work injury insurance, occupational disease patients, recognition of work injuries for disabled revolutionary soldiers, benefits for work-related injuries, and benefits for family members of deceased workers due to work-related accidents. These opinions will officially take effect from December 1, 2023, and will be valid until November 30, 2028.

On November 9, 2023, the Shanghai Municipal Human Resources and Social Security Bureau, Municipal Education Commission, Municipal Finance Bureau, and Shanghai Provincial Tax Service, State Administration of Taxation jointly issued the Trial Opinions on Employment Personnel Above the Statutory Retirement Age and Interns Participating in Work Injury Insurance in Shanghai. The Opinions consist of eleven articles and propose trial measures for the participation of employees above the statutory retirement age (referred to as "retirement-age employees") and interns in work injury insurance in Shanghai. 用人单位在行政机关备案的职工录用花名册中包含工作内容、劳动报酬、劳动合同期限等劳动合同法第十七条规定的部分必备内容,且为劳动者缴纳了社会保险的,应当认定用人单位不存在恶意损害劳动者合法权益的行为。在此情况下,劳动者故意不签订书面劳动合同,以未订立书面劳动合同为由主张第二倍工资的,属于违反诚信原则谋取额外利益,人民法院不予支持。
